Farmer gets sent a bill for driving vehicle through London. Farmer surprised as vehicle has worked worked in 2 years, and is a couple of hundred miles from London. Vehicle is combined harvester with top speed of 7mph, and therefore not the sort of vehicle to be driven through the narrow streets of London anyway

Ash: 7 mph is as fast as those weird british cars will go anyway
rik: London has a "congestion charge" system. London is way too overcrowded with vehicles, so their owners are now charged by cameras taking photos of their registrations, and then the bills being posted to them.
rik: This system was 'put in place' by the people who tried to upgrade britain's air-traffic control system, which had a projected lifetime of 7 years, before it was repalced with the next system. 9 years after they began to install it, it is still not installed, and is already obsolete.
